Steering Committee

 

According to the Law on Higher Education, the Steering Committee of the University is the governing body, and in addition to the founders, i.e., the assembly of founders, it is responsible for the operations of the University. In addition to the legally established obligations, the Steering Committee performs other tasks such as:

  • gives an opinion on the Statute of a higher education institution,
  • adopts the rulebook on internal organization and systematization of jobs for public higher education institutions, with the prior consent of the ministry, and at the proposal of the rector,
  • determines financing and development plans,
  • adopts the annual work program of the higher education institution, at the proposal of the senate of the higher education institution,
  • adopts the financial plan and adopts the annual report on the financial operations of the higher education institution,
  • considers the financial plan and report on the financial operations of the university member,
  • proposes to the ministry the amount of tuition fees for full-time students of the first and second cycle of studies who renew the year in which they were financed from the republic budget,
  • determines the amount of tuition and enrollment fees for students,
  • directs, controls and evaluates the work of the rector or director in the field of financial operations,
  • proposes to the senate the dismissal of the rector of the university, i.e. the director of the college,
  • decides on the use of funds in excess of the amount determined by the statute of the higher education institution,
  • decides in the second instance on the objection of employees to the decisions of the rector, i.e., the director of the college from employment,
  • decides on the formation and abolition of university members at the university on the proposal of the senate,
  • gives consent to the statute of the university members in accordance with their competencies,
  • adopts general acts in the field of material and financial operations and in the field of work and labor relations, in accordance with the law and the statute of the higher education institution and
  • performs other tasks prescribed by law, statute and general acts of the higher education institution.

The Steering Committee of the University consists of representatives of academic and administrative staff, students, business and founders in the following convocation:

The University of Bijeljina was established by the College of Health Care Bijeljina, based on the Consent of the Ministry of Education and Culture of the Republic of Srpska.

The mission of the University is to enable the acquisition of new knowledge, skills and competencies, primarily for candidates from Semberija and surrounding regions, then the Republic of Srpska and Bosnia and Herzegovina and from other interested countries. That is, performing educational scientific research and knowledge transfer in the economy.
